The archipelago is located in the northern Mozambique Channel in the Indian Ocean off the coast of Southeast Africa, between northwestern Madagascar and northeastern Mozambique.

As a region of France, the regulatory body governing communications policy is the Autorité de Régulation des Communications électroniques et des Postes (ARCEP), and the Agence Nationale des Fréquences (ANFR) is charged with regulating the territory's radio frequency spectrum activities such as planning, allocations, and licencing.
