Guernsey is an island in the English Channel off the coast of Normandy. It lies roughly north of St Malo and to the west of the Cotentin Peninsula. With several smaller nearby islands, it forms a jurisdiction within the Bailiwick of Guernsey, a Crown dependency. The jurisdiction is not part of the United Kingdom, although defence and most foreign relations are handled by the British Government. Guernsey along with Jersey, form The Channel Islands.

The Channel Islands are not a member of the ITU however are a dependency of the UK who are. As such the region follows radio frequency harmonisation principles according to ITU-R Region-1. The regulatory body governing communications policy is the UK Office of Communications - Ofcom, and the Channel Islands Competition and Regulatory Authority (CICRA) is charged with regulating the territory's radio frequency spectrum activities such as planning, allocations, and licencing.
