Company Overview

FE COSCOM LLC, branded as Ucell, is one of the largest mobile networks operating in Uzbekistan. FE COSCOM LLC was established in April of 1996 as joint enterprise MCT Telecom Corp. (99.2%) and local partner (0.8%), later acquired in 2007 by Swedish-Finnish-owned Telia Company and subsequently re-branded as Ucell in 2008.

Telia Company divested its near 100% stake in Ucell in December 2018, selling the Uzbek mobile network operator to state investment fund State Committee of the Republic of Uzbekistan for Assistance to Privatized Enterprises and Development of Competition. The company subsequently became a wholly state-owned enterprise.

The company provides 2G GSM services over the 900 MHz and 1800 MHz bands, and began operating a 3G UMTS network over B1 (2100 MHz) in early 2009. The 3G network received an upgrade in August 2013 to DC-HSPA+, providing data rates up to 42 Mbps. In August 2010 Ucell and ZTE jointly announced the successful launch of an LTE network in Tashkent, capital of Uzbekistan over the B7 (2600 MHz) and B13 (700 MHz) bands. Peak data rates of 150 and 75 Mbps are available on the respective carriers.
