MOTIV (МОТИВ) is a small mobile network operating in the Urals Federal District and the Perm Territory in the Russian Federation. MOTIV has provided telecommunications services since its foundation in 1996.

The company has provided 2G GSM services over the 1800 MHz band since 2002, and launched 4G LTE over B3 (1800 MHz) in November 2014. MOTIV also owns 2.6 GHz LTE TDD spectrum covering Kurgan, Sverdlovsk, Tyumen, Ugra & Yamal. As no 3G UMTS services are provided, the company has launched VoLTE to provide voice services over LTE. In May 2018 the company announced the deployment of new TDD-LTE base stations operating over the B38 (2600 MHz) band, along with its intention to implement 2C CA in the coming months.
