Overview

Hong Kong, officially the Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory south to Mainland China and east to Macao in East Asia. The territory has its own independent telecommunications infrastructure and mobile carriers.

As a territory of China, Hong Kong is not a member of the ITU. The territory however follows radio frequency harmonisation principles according to ITU-R Region-3. The regulatory body governing communications policy is the Office of the Communications Authority (OFCA) who is also charged with regulating the territory's radio frequency spectrum activities such as planning, allocations, and licencing.
