Overview

Haiti, officially the Republic of Haiti, is a country located on the island of Hispaniola in the Greater Antilles archipelago of the Caribbean Sea. It occupies the western three-eighths of the island, which it shares with the Dominican Republic.

Haiti has one of the most underdeveloped fixed telecommunications infrastructures across the Caribbean, with a fixed-line penetration of approximately 1% according to the ITU. The mobile sector is the largest private employer in Haiti and is the biggest contributor to state revenue from taxes. Fixed-line broadband access in Haiti remains very limited, although internet use has increased substantially in recent years. According to latest ITU data (June 2017) mobile coverage reaches 57% of the population, with 4G LTE not yet officially available.

Haiti is a member of the ITU and as such follows radio frequency harmonisation principles according to ITU-R Region-2. The regulatory body governing communications policy is the Ministère des Travaux publics, Transports, Communications et Energies, and the Conseil National des Télécommunications (CONATEL) is charged with regulating the country's radio frequency spectrum activities such as planning, allocations, and licencing.
